Modern Firearms Safety Act Would Ban State Handgun Rosters

Last week, Congresswoman Elise Stefanik (R-NY) and Congressman Darrell Issa (R-CA) decided enough is enough when it comes to strict handgun rules (rosters) in states like New York and California.

They’ve introduced the Modern Firearm Safety Act, a bill aimed at stopping these states from enforcing what they see as unconstitutional requirements that make it nearly impossible to sell new handguns.

“I am proud to introduce the Modern Firearm Safety Act to put a stop to the unconstitutional gun-grabbing agenda pushed on law-abiding American citizens by Far Left Democrats like Kathy Hochul,” Stefanik said in a press release obtained by GunsAmerica.

“My legislation would ban Albany Democrats from imposing illegal handgun roster requirements meant to deter gun ownership. I will always stand up for our Second Amendment rights and provide a critical check to any entity attempting to encroach on their liberties,” she added.

Issa didn’t hold back either. He called these state requirements a sneaky way to undermine the Second Amendment.

“Handgun rosters are a tactic that serves only one purpose: to undermine the Second Amendment under the cynical pretense of firearm safety,” Issa said. “These rosters impose excessive and unnecessary requirements that only restrict access to modern firearms equipped with the most up-to-date safety features.”

So, what does the Modern Firearm Safety Act actually do? Here’s the gist:

  1. It bans states from requiring loaded chamber indicators, magazine disconnect mechanisms, and microstamping for handgun sales—features that Stefanik and Issa say are more about creating obstacles than improving safety.
  2. It aligns with a federal district court ruling that found California’s handgun roster requirements unconstitutional, giving the bill some legal backing.

In simple terms, this bill would make it illegal for states to demand that handguns include certain features like a device that shows whether a gun is loaded, mechanisms that prevent a gun from firing if the magazine isn’t fully inserted, or microstamping tech that marks shell casings with identifying info.

The idea is to prevent states from making it harder to buy and sell guns by piling on these requirements.

Stefanik and Issa are pushing this bill because they believe Americans’ rights are being trampled in states that are “hostile to liberty.” They want to make sure people can buy modern firearms without having to jump through unnecessary hoops.
